No, This area, thsi is ths first in many years . This is why ther are(were) not fully prepared. If they were, they should have been evacuated much earlier. Just because they stay in where they lived, and you see they did not relaied how serious the disaster was

佛印的故事
蘇東坡有一次跟佛印和尚一起打坐，蘇東坡就問佛印：你看我打坐的樣子像什麼？佛印說：像一尊佛。蘇東坡很高興，過了一會兒，又問：那你知道我覺得你像什麼嗎？你像一坨大便。佛印笑笑沒說話。蘇東坡回家後很開心，覺得他贏了佛印和尚，就跟他妹妹講，蘇小妹說：哎呀，人家是心中有佛，所以看你是一尊佛，你心中有什麼呢，才會看人家是一坨大便。
